ESUPS is run by a dedicated project team operating within Welthungerhilfe, in Bonn, Germany. The team operates internationally to engage stakeholders in humanitarian supply chain and emergency preparedness.

Florent Chane

Project Director

Focused on the overall strategy, Florent reaches agreements with international actors and secures funding to get ESUPS to the next step. He leads different working groups discussing preparedness and prepositioning.

Lila Ricart

Deputy Project Manager

Dedicated to country engagement, Lila makes sure national actors are in the driving seat when it comes to defining a prepositioning strategy and that they can make the best of what ESUPS has to offer.

Steering Group


The Steering Group drives our mission by providing advice, support, strategic direction, policy guidance and oversight on the achievement of the project objectives. It includes representatives from leading organisations and agencies in the field of humanitarian logistics. The current members are David JakobGuillaume MathieuNesrin ElgayarNirpa DhamiSatsuki Majima and Susan Hodgson. Network


ESUPS sits among a broader network of humanitarian supply chain actors, organisations and initiatives to maximise efforts and strengthen emergency preparedness. 

We are part of Logistics Cluster Preparedness, which aims to create a common, sustainable approach to supply chain preparedness. We namely lead the Stock Prepositioning Working Group.

We are part of the UNHRD task force, which aims at improving global hubs prepositioned stocks coherence and turn over, and to facilitate the establishment of relief items access coordination mechanisms. 

We work with the Partner Capacity Enhancement in Logistics (PARCEL) network facilitated by OXFAM to ensure our data and tools are made available to national actors.

We work with the Humanity and Inclusion – Atlas Logistics UNDAC roster to contribute to pre-deployment stock data information and post-deployment enhanced prepositioned stock lessons learned. 

Twilio Inc, a SMS service provider extensively used for our STOCKHOLM platform, is also providing ESUPS with funding support.

We engage with relevant private sector companies to identify collaborative opportunities to optimise our tools. Gurobi Optimisation is a prime example of a win-win collaboration as they provided in kind technical support to optimise our code.

We work with academic partners such as Ozyegin University, HEC Montreal and IE Business School to explore other ways of doing prepositioning. Our key publications can be found here.

We are actively participating in the Quality, Social and Environmental (QSE) Working Group to improve the quality, sustainability, and harmonisation of core relief items.

We constantly engage with donors to discuss perspectives, trends, directions and opportunities, and to benefit their outreach to the extended humanitarian community.
